در عصر نوین سیاست‌ورزی، احزاب سیاسی دیگر صرفاً نهادهایی داخلی نیستند، بلکه می‌توانند به‌عنوان بازوان دیپلماسی عمومی در عرصه بین‌المللی ایفای نقش کنند. دیدار اخیر شهرام حسین‌نژاد دانشور، دبیرکل حزب همدلی مردم تحول‌خواه (همت)، با دکتر عبدالرضا رحمانی فضلی، سفیر جمهوری اسلامی ایران در چین، نمونه‌ای روشن از این ظرفیت است.
این دیدار که در تاریخ ۲۶ شهریورماه ۱۴۰۴ در محل سفارت ایران در پکن برگزار شد، با هدف بررسی راهکارهای توسعه روابط سیاسی، فرهنگی و اقتصادی میان ایران و چین انجام گرفت. دبیرکل حزب همت با اشاره به گستره فعالیت این حزب در سطح ملی، از جمله وجود دفاتر فعال در بیش از ۳۰۰ شهر کشور و برخورداری از سازمان‌ها و کمیته‌های تخصصی درون‌حزبی، آمادگی حزب برای مشارکت در برنامه‌های مشترک فرهنگی، علمی و اقتصادی را اعلام کرد.
دکتر رحمانی فضلی نیز با تأکید بر نقش مؤثر احزاب در دیپلماسی عمومی، پیشنهاداتی برای افزایش حضور فرهنگی و علمی ایران در چین مطرح نمود. از جمله این پیشنهادات می‌توان به موارد زیر اشاره کرد:
– برگزاری برنامه‌های فرهنگی در شهرهای مختلف چین با محوریت فرهنگ غنی ایرانی
– انتشار مقالات تخصصی توسط احزاب و فرهیختگان ایرانی در نشریات معتبر چینی
– برگزاری همایش‌های علمی و اقتصادی مشترک
– حضور فعال در نمایشگاه‌های بین‌المللی به‌صورت پاویون جمهوری اسلامی ایران
– ایجاد ارتباط و همکاری با اندیشکده‌ها و مراکز مطالعاتی چین با هدف تبادل دیدگاه‌ها و تولید محتوای علمی و راهبردی مشترک
این دیدار نشان داد که دیپلماسی حزبی، در صورت بهره‌گیری هوشمندانه از ظرفیت‌ها و تدوین راهبردهای دقیق، می‌تواند به ابزاری مؤثر برای تقویت روابط بین‌المللی و ارتقای جایگاه ایران در عرصه جهانی تبدیل شود.
The Role of Political Parties in Public Diplomacy — A Look at the Meeting Between HEMMAT’s Secretary-General and Iran’s Ambassador to China

A recent meeting between Shahram Hosseinnejad Daneshvar, Secretary-General of the HEMMAT Party (People’s Empathy for Transformation), and Dr. Abdolreza Rahmani Fazli, Ambassador of the Islamic Republic of Iran to China, exemplifies this potential.
Held at the Iranian Embassy in Beijing, the meeting focused on strategies to strengthen political, cultural, and economic ties between Iran and China. Mr. Daneshvar highlighted the extensive national reach of the HEMMAT Party, which operates active offices in over 300 cities across Iran and includes multiple internal organizations and specialized committees. He emphasized the party’s readiness to contribute to joint cultural, scientific, and economic initiatives with China.
Ambassador Rahmani Fazli underscored the importance of political parties in advancing public diplomacy and proposed several initiatives to enhance Iran’s cultural and academic presence in China. These included organizing cultural programs in various Chinese cities, publishing expert articles by Iranian intellectuals in leading Chinese journals, hosting specialized conferences in economic and cultural fields, and participating in international exhibitions under the banner of the Islamic Republic of Iran.
This meeting demonstrated that with strategic planning and a clear understanding of their capacities, political parties can become effective agents in strengthening international relations and elevating Iran’s global presence.
